In 2009, the Federal Minister of Health signed an interim order to allow GSK (GlaxoSmithKline), to distribute 2 vaccines in Canada that hadn't been fully tested, and indemnified the company from legal liability. The WHO had declared H1N1 to be a pandemic, and ordered vaccine research to be undertaken.
