In 1990, with only Manitoba not signed on to the so-called Meech Lake Accord, Clyde Wells, the recently elected Premier of Newfoundland, apparently planned to BLACKMAIL Meech signatories into ADDING "MULTICULTURALISM" to the preamble of the 1982 "patriated" constitution!
However, two years earlier, in 1988, Prime Minister Brian Mulroney had already "passed" his so-called "Canadian Multiculturalism Act":

It is fundamental to the logic of constitutional law that all laws made by parliament must be authorized by some provision of the constitution. And if not authorized by a specific provision, it must not be inherently prohibited, i.e., by the fact of Canadian legal federalism, which in 1867 created an ETHNIC federation in Canada of our own Founding Peoples, to preserve us "for all time to come". Every provincial Legislature in Canada represents an iron-clad constitutional guarantee of permanent self-government and freedom from interference by the federal government and other provinces. Multiculturalism is massive, unconstitutonal interference.
Ever since the imposition of the so-called Charter of Rights and Freedoms in 1982, Canadians had been told -- and courts have played along: "multicultural-ism" (the noun, i.e, the organizing principle for a form of government) is in the constitution at section 27 of the Charter.
However, I have proved in a post at www.1867confederation.com, that section 27 of the Charter contains no language whatsoever enshrining "multicultural-ISM" (the noun meaning the organizing principle of a polyethnic form of government) in the constitution of Canada.
If you had read that post and you didn't believe me, this video of Clyde Wells threatening to scuttle Meech Lake to force "Multicultural-ISM" (the noun) into the Preamble of the constitution, is proof that I am right.
Quite simply, if multicultural-ISM was already in the constitution in 1982, Clyde Wells would not be trying to force it into the Preamble in 1990 by "blackmailing" the other Meech signatories.
Grasp that: MULTICULTURALISM IS NOT IN THE CONSTITUTION.
This means, literally, legally, there is no power in the parliament, or in the provincial legislatures to pass "laws" in relation to "multicultural-ISM".
Canada is an ETHNIC federation of its own Founding Peoples, and multicultural-ISM is a totally different system. It conflicts with legal federalism. It is NOT Canadian Confederation, it has nothing to do with Canadian federalism, it is a a totally different system.
In fact, it would be more correct to say, multicultural-ism would be a completely different constitution.
There is therefore absolutely no power in any court or tribunal to enforce any such law in relation to "multicultural-ISM", because these laws are VOID. They are NULLITIES, meaning they are non-existent, because there is no constitutional underpinning.

If it was already in the 1982 Charter, Clyde Wells would not be attempting to blackmail -- or appear to be attempting to blackmail, because the whole "Mulroney-Wells" conflict is probably staged -- the other Meech signatories of Meech to "force" them to put it in.
This means that for DECADES, massive, relentless, unprecedented levels of foreign immigration into Canada, have been utterly ILLEGAL, an assault on Confederation.
And more grave, pun intended, multicultural-ISM is the planned GENOCIDE of the Canadian Founding Peoples.
For DECADES, the Founding Canadians -- those descended from the Founders as well as their cultural heirs and successors who adopted Canada and its ways -- have been FLEECED for TAXES to FINANCE this mass illegal immigration, and to pay to run unconstitutional and therefore illegal departments and ministries devoted to its implementation.
We have been FLEECED to pay for our own genocide.
